The 2020 PMA platform was launched in 2013 to address the need for performance monitoring to track progress towards the objectives and principles of the 2020 Family Planning initiative. The project introduced an innovative approach to data collection, designed to meet this need, by employing only resident interviewers recruited from within or near the enumeration areas (EAs) of the survey sample, and training them in the use of mobile technologies on smartphones to collect and send data to a cloud server. This approach not only offers the opportunity for rapid data validation and compilation, but also allows results to be delivered in a relatively short period of time. In addition, another key innovation of PMA 2020 was to collect data from both households and women aged 15-49 years to measure contraceptive demand and use, and from health delivery sites (HDSs), both public and private, serving the EAs concerned to measure the availability of services and the supply of amenities.

PMA 2020 is being implemented in 11 countries : Burkina Faso, Côte d’Ivoire, Democratic Republic of Congo, Ethiopia, Ghana, India, Indonesia, Kenya, Niger, Nigeria, Uganda and the Democratic Republic of Congo under the overall coordination of the Bill & Melinda Gates Institute for Population and Reproductive Health (Gates Institute) at the Bloomberg School of Public Health at Johns Hopkins University (JHU) and in partnership with a network of universities, research institutions and national statistical agencies and with financial support from the Bill and Melinda Gates Foundation. In Côte d’Ivoire, two waves of the PMA 2020 surveys were conducted between 2017 and 2018.

Based on the results of PMA 2020, funding over four (04) years (2019-2022) was obtained for a second phase of the project. This new phase called Performance Monitoring for Action (PMA), still funded by the Gates Foundation, will be coordinated at the global level by the Gates Institute and Jhpiego. During this second phase, while pursuing the initial objectives of the first phase, PMA will bring methodological innovations: longitudinal monitoring of women over three (years) in order to better understand contraceptive dynamics, the integration of a specific module on adolescents and women’s empowerment, etc. The second phase of the project will also include the development of a new module on the impact of the project on women’s empowerment. The implementation of the PMA survey in Côte d’Ivoire for the next phase has been entrusted to the Ecole Nationale Supérieure de Statistique et d’Economie Appliqué (ENSEA).

OUR OBJECTIVES

ISSEA of Yaoundé, ENSAE of Dakar and AFRISTAT were selected as partners by ENSEA because of their common experience in the field of higher statistical training. Other academic and professional partners, particularly from the private sector and the research community, support the implementation of the various activities.

The various action plans aim to build ENSEA’s capacity in statistical training and research in order to ensure its long-term positioning as a regional reference centre. In this context, the creation of a Doctoral School in Applied Statistics and the development of distance learning will significantly contribute to its influence. These plans also include governance reforms aimed at ensuring greater ACE autonomy.

  • Achieving Excellence in Teaching/Learning

    To achieve this objective, five activities will be implemented:

    • (i) strengthening existing courses and creating new training courses in response to the needs of National Statistical Systems (NSS)
    • (ii) building the capacities of ENSEA teaching staff
    • (iii) strengthening the use of ICT in the Centre of Excellence
    • (iv) facilitating the integration of graduates
    • (v) revitalising continuing training
  • Achieving Excellence in Research

    The objective of this second action plan is to create the conditions for establishing at ENSEA a reference research centre in statistics and applied economics to meet the methodological challenges faced by National Statistical Systems actors and to support decision-making. These include, among others :

    • (i) setting up a doctoral school
    • (ii) building the capacities of ESA (African Statistical Schools) researchers
    • (iii) enhancing the value of research results
  • Achieving Excellence by including Equity and Attractiveness

    The third action plan focusing on the Equity and Attractiveness Dimension is intended to increase the visibility and accessibility of ENSEA’s training offer to a greater number of students and lecturer-researchers in the sub-region. More specifically, it will be about:

    (i) improving the living environment of students
    (ii) strengthening English language learning
    (iii) providing assistance to non-fellowship students
    (iv) carrying out an accreditation process for diplomas

  • Achieving Excellence through Good Governance and Management

    The fourth action plan focuses on management and governance. The activities of this plan are organized around the following :

    (i) project governance
    (ii) financial management
    (iii) ENSEA government reform
    (iii) implementation of a communication policy towards partners
    (iv) provision of technical assistance to the African Institute of Statistics (AIS) and the National Statistical Institutes (NSIs)

Three main bodies are intended to ensure the coordination of the Centre: a Technical Committee, a Steering Committee and a Scientific Council. The choice of members of the Scientific Council was dictated by the personality and dimension of the people’s scientific work as well as their proximity to the ACE themes, a desire to guarantee a wide geographical and disciplinary distribution, a good mix between academics and industrialists, gender aspect, the presence of Anglophones.
