According to Decree 1008 of 11 July 2002 on the new statutes of INSTAT, the National Institute of Statistics (INSTAT) is a public establishment of an industrial and commercial nature under the supervision of the Ministry of the Economy of the Republic of Madagascar, whose mission is to design and coordinate the implementation of national policy in the field of statistics and its fields of application in the economic, statistical and social domains, as well as to provide scientific support for the management of the national economy. Article 2 of the same decree states that INSTAT can organise training for various technicians in the fields of statistics and information technology.
Thus, in Madagascar, INSTAT has national expertise in statistics, computer science and applied economics. Nevertheless, in view of the evolution of needs, INSTAT and the public administration in general have increasing constraints in terms of average statistical technicians.
