The Ecole Nationale Supérieure de Statistique et d’Economie Appliquée (ENSEA) Centre d’Excellence in collaboration with the CBWAS  through the West African Centre for Banking Training and Studies (COFEB), officially launched the training course on banking regulations within the West African Monetary Union (UMOA-Titres) on Saturday 20 May 2023.

This launch ceremony was attended by several experts from the world of banking and finance, including Katier BAMBA, Managing Director of Wave Côte d’Ivoire, and Paul-Harry HAITHNARD, WAEMU Regional Director and Managing Director of ECOBANK CI, who co-hosted a conference on the theme of “BASEL REGULATIONS AND BANK RESILIENCE: ZOOM ON THE WAMU AREA”. They presented the history of Basel regulations, the relevant rules and an overview of the banking sector in the WAMU region. It was a brilliant presentation that showed that the banks in the region are resilient. However, they need to be better equipped to face the increased challenges.

Dr. Hugues KOUADIO, Director of ENSEA, the institution hosting the training, said in his welcome address that this training in modelling the Baltic regulations, offered in collaboration with COFEB, is one of the specific responses to the issues facing the banking sector.

The entry into force of the Basel 2 and 3 prudential regulations in January 2018 in the WAMU has created a need for credit institutions to have qualified experts in the field. Against this backdrop, COFEB and ENSEA have pooled their expertise to offer banking sector executives from WAMU, students and central bankers a high-level training programme focusing on banking regulation. The programme is designed to enable participants to understand the rationale behind banking sector regulation, from the basics to more advanced concepts, including the statistical modelling of certain parameters defined by the Basel rules.

The ceremony featured a number of highlights.

Mr Patrick KODJO, the acting COFEB Director General delivered its address.

The presentation of the certification training project has been made by the Academic Director of COFEB, Mr Ferdinand ABOUTOU and Mr Célestin TANOH, KFW-DEG Resident Representative for French-speaking Africa.

This training programme, the only one of its kind in the world, is structured in three modules. The course starts on Monday 22 May 2023.

The duration of the course is as follows:

”Introductory” module: 2 days from 22 to 23 May
”Common Core” module: 3 days from 23 to 25 May
”Specialisation” module: 5 days from 29 May to 02 June

The training sessions will take place face-to-face at ENSEA’s premises. This type of training is favoured to enable better interaction and enhanced understanding of the concepts by participants.
